In 2017 and 2019, Janice Morphet and Ben Clifford of UCL undertook research on the direct provision housing by local authorities. The NPF was a major funder for the 2017 research and has maintained an informal link with the Advisory Board subsequently. In each round of research, there have been important contributions made by roundtable discussions on the challenges and practices of local authorities providing housing again. Some of these round tables have been regional and organised by the RTPI. In each round there have also been specialist round tables provided in conjunction with research partners and funders. The research reports from 2017 and 2019 are available on the RTPI web site and also include a 100% survey of all councils in England in 2019. The links to these reports are below.
In 2021, the round tables will follow the same format as before and will be held online. The round tables will be very useful for the report on the research as before and will also provide a link to the subsequent case studies.
The suggested format for the Round Tables will be as follows:
- A brief review of the research findings from 2019
- Contributions from participants about what their councils are doing to provide housing – including use of s106, using a local authority housing company, purchasing land and properties from developers and landowners, buying on street properties, using the HRA, estate regeneration, using town centre regeneration to provide more housing
- Specific issues that are of concern to the NPF
