Improving the Connection Project
This “thinkpiece” was produced by the Forum following a decision in 2009 to establish a ‘task and finish’ group to consider synergies and recommend action to reduce overlap between planning and building control.
The report:
- Discussed the areas planning and building control procedures have in common and the differences between them;
- Explained the process of establishing sustainability standards and regulatory frameworks for tackling climate change and the different roles, and increasing convergence, of planning and building control as the principal mechanisms to achieve zero carbon objectives in construction and whole life building costs;
- Recent developments in building regulation and building control reform;
- Concluded with observations around the development of shared agenda between planning and building control and recommendations for further action to achieve efficiencies, improved service and better outcomes by improving clarity of remit and linkage
